Here is the thing, the dog will bark ALL NIGHT! I've tried yelling at the dog, and even shutting all windows but he's less than five feet away from my window! I've talked to them about it and they say ”Dogs are going to bark regardless” so now I'm done playing around.
If I use a dog whistle, could that shut him up?

If the dog is tethered outside, it's barking from boredom. Try to get them to bring the dog indoors, or find it a new home.

Tape it and consider calling the police, the dog whistle is just gonna make it bark more ): I had a dog breeder with kennles that drove me nuts for years before the city made the guy quit.

Unfortunately a whistle will probably just aggravate the dog more, I think I would be going through official channels with a complaint, barking dogs are among the top reasons for feuds between neighbours.
